미국의 공화당과 민주당이 11월 대선 초반 선거전에서 안보이슈를 둘러싸고 격돌하고 있다. 양측이 서로 다른 이유로 안보문제를 초기에 이슈화하려는 전략이다. 일자리나 교육, 의료보험 등국내이슈가 늘 핵심 됐던 예년 대선때와는 다른 양상이다.

존F 케리 상원의원이 오늘 부시 행정부가 미국군을 잘못 관리하고 있다고 비난함에 따라 케리의원의 국가안보에 대한 헌신에 의구심을 갖고 있는 체니 부통령의 날카로운 비난을 불러들였다..

이런 비난은 대부분 국방과 안보문제가 주된 이슈였던 워싱턴과 켈리포니아에서 행해진 대결적 연설에서 나왔다.  마사츄세츠주 4선 상원의원이자 민주당 대통령 후보 유력자인 케리는 워싱턴에서 케리 선거진이 주요 정책 연설이라고 하는 것을 전달하면서 넓게 전개된 정규 육군을 보강하고 군복무 요원과 그들의 가족들을 더 잘 돌보겠다고 약속했다. 

"우리는 오늘날 군사적인 면에서 필요이상으로 약해져 있다.  그러나 이 정부는 고집스러울 정도로 그걸 인정하려하지 않는다" 라고 케리가 죠지 워싱턴 대학 연설에서  말했다.  "우리 군대가 너무 엷게 전개되어 있어서 이라크 내에 있는 장병들이 매일 그 대가를 지불하고 있다.  만약 여타 분쟁지역에서 필요가 있을 경우 이에 대응할 수 있는 적절한 현역 예비전력이 충분하지 않다.  사담 후세인 대통령을 축출하기 위해 미국이 이라크를 침공한지 거의 1년이 경과한 이후 부시행정부가 잠재적 우방국들을 쫒아 내는 실패한 정책에 집착함에 따라 미군은 아직도 이라크에서 수렁에 빠져 있다고 케리는 말했다.   "우리가 보아온 것은 끝은 보이지 않은 체 꾸준히 인명이 손실되고 점점 더 많은 비용이 들어가고 있는 것이다."

케리는 자신이 대통령으로 선출되면 정규 육군에 4만명을 추가하겠으며 "이라크에 보내지 않고 하나의 국제분쟁지역에서 다음 분쟁지역으로 전개되어진 병력의 부담을 경감시키겠다"고 말했다.  그는 또한 충분한 전투수당과 가족별거 수당, 주택, 교육, 건강 및 치과치료 등을 보장하는 "군인가족 권한법"도 약속했다.

체니는 켈리포니아 시미 벨리에 소재한 로널드 레이건 도서관에서의 연설에서 미 행정부를 두둔하는 한편 상원에서 국방 및 국가안보 관련한 케리의 투표기록을 공격하고 핵심이슈에 있어서 그가 오락가락했던 점을 비난했다. 체니는 케리가 여러 무기체계에 대해 반대 투표를 했던 점을 거론하면서 적어도 십여차례에 걸쳐 군인 급료 인상에 반대투표를 했다고 말했다. 

"그가 어떤 설명이나 뉴앙스로 우리의 잘못에 대해 비난할 지 몰라도 우리나라가 시련에 처해 있는 이때에 그것은 군통수권자가 되고자 하는 사람으로서는 훌륭한 기록이 아니다"라고 체니는 말했다.  그는 케리가 "국가안보에 관해 그가 보여준 판단이나 태도는 많은 의문을 갖게 한다"고 말했다. 

체니는 그가 케리의 변덕이라고 표현하는 것, 즉 이라크내의 미군전력을 인준하는데 찬성하는 투표를 했지만 군비 및 재건을 위한 870억불 예산에 대해서는 반대했던 사실과 부시 대통령의 리더쉽 스타일 을 비교했다.   

부시에 대해서 체니는 "그가 약속을 하면 틀림없이 그것을 끝까지 지킬 것이라는데 의심의 여지가 없다"고 말했다.  "미국의 친구들은 자기들이 죠지W 부시의 과감한 리더쉽을 믿을 수 있다는 것을 알며, 미국의 적들은 그들이 이를 두려워 해야 한다는 것을 안다."  그는 부시의 "결정을 하고 그것을 준수한는 능력이 케리에게도 적용되어야 하는 척도이다"라고 말했다.

체니는 또한 부시의 이라크 정책이 중동지역을 더 안전하게 하는데 기여했으며 테러분자들에게는 두려움을 심어주었다고 주장했다.

"최근 스페인에서의 폭발사건은 테러분자들이 자유롭고 민주화된 이라크를 얼마나 두려워하고 있는가에 대한 증거일런지 모른다"고 체니는 말했다. "그러나 만약 마드리드의 살인자들이 이라크가 민주국가로 변화되는 것을 뒤집으려고 한다면 그들은 결국 실패할 것이다. 우리의 결의는 흔들릴 수 없다. 우리는 이라크인들이 민주주의, 관용 그리고 자유에 기초한 정부를 건설하는 동안 그들과 함께 할 것이다"라고 체니는 말했다.

체니의 비판에 대응하여 케리의 선거진은 그가 일부 무기에 대해 반대했다는 체니의 언급 내용에 대해 논박하면서 케리의원이 2001년에 20년 동안 가장 큰 폭으로 군인의 급료를 인상하는 데에 찬성하였다고 말했다.

케리 선거본부장인 전 뉴햄프셔주 지사였던 진 새힌은 "딕 체니가 정당간 싸움에 참여하기 위해 자기 참호로부터 나왔다"고 공격했다. 오늘 발생한 바그다드 호텔에 대한 치명적인 차량폭발사건에 대해 언급하면서 그녀는 "부시행정부의 리더쉽이 거짓되고 왜곡된 공격으로 죤 케리를 파괴하는 데 초점이 맞추고 있는 것처럼 보이지만, 우리는 그들의 외교정책이 전 세계에 걸쳐서 계속 실패하고 있음을 직시하고있다"고 한 성명서에서 말했다.

케리는 워싱턴 연설에서 부시 행정부가 이라크 내의 대량살상무기에 관해 미국인들을 오도했으며 또한 "현재 이라크 관련 비용이 대통령의 예산안에 조차 포함되지 않아 현재도 우리가 오도되고 있다"고 공격했다.

그러나 그는 미국이 이미 전쟁에 뛰어든 만큼 자기 책임을 완수해야 하며 평화적이고 안정된 이라크가 되도록 주둔하여 자기 국익에 따라 행동해야 한다고 말했다.

"너무 빨리 떠나면 실패한 나라를 남기게 된다. 이는 필연적으로 테러분자들의 천국이 될 것이며 우리 장래의 위협이 되고 중동지역의 문제가 되며 테러와의 전쟁에 있어서 위험스러운 후퇴가 될 것이다"라고 케리는 말했다. 동시에 "그 해답은 똑같이 건방진 정책을 고집스럽게 추구하는 것이 아니다" 라고 그가 말했다. "미국은 보다 효율적으로 국제사회로 돌아와야 하며 다른 나라들과 함께 권위와 비용을 분담해야 한다."고 말했다.

만약 당선된다면 "나는 테러와의 전쟁을 수행하고 승리하는데 필요한  때에는 군사력 사용을 주저하지 않을 것이다"라고 케리는 말했다.

케리는 자기의 "군인가족 권한법" 계획을 언급하면서 "우리는 퇴역군인들의 의료비와 퇴역군인 혜택(veterans benefits)에 대한 재정지원을 완전히 제공할 것이며(fully fund) 우리들의 퇴역군인들이 더 이상 미국의 방치된 군인으로 남지 않도록 할 것이다"라고 말했다. 그는 미국 예비군의 20%가 의료비 혜택을 받지 못하고 있다고 말했다.

"그러나 죠지 부시는 예비군을 위한 의료비가 더 많이 포함된다면 이라크 관련 예산을 거부할 것이라고 위협했다. 그리고는 야전군인들의 급료와 군인가족의 어린이를 위한 학비 보조를 삭감하려고 했다."라고 케리는 말했다.

Kerry, Cheney Spar Over Iraq War, National Security

Sen. John F. Kerry today accused the Bush administration of mismanaging the U.S. armed forces and drew a sharp rebuke from Vice President Cheney, who questioned his commitment to national security.

The charges came in dueling speeches in Washington and California that were devoted largely to defense and security issues.

Delivering what his campaign described as a major policy speech in Washington, Kerry, a four-term senator from Massachusetts and the presumptive Democratic presidential nominee, pledged to beef up the regular Army, which he said was overextended, and to take better care of military service members and their families.

"We are weaker today militarily than we should be, but this administration stubbornly refuses to admit it," Kerry said in a speech at George Washington University. "Soldiers in Iraq are paying the price every day because our forces are spread too thin. There simply aren't enough of them to provide a prudent reserve of active-duty troops to respond if they have to in other hotspots."

Nearly a year after the United States invaded Iraq to depose president Saddam Hussein, U.S. forces "are still bogged down in Iraq" as the Bush administration "holds to failed policies that drive potential allies away," Kerry said. "What we have seen is a steady loss of lives and mounting costs in dollars, with no end in sight."

Kerry said that if elected president, he would add 40,000 troops to the regular Army, "not to send to Iraq, but to ease the burden on troops who have been deployed from one global hot spot to the next." He also pledged a "Military Family Bill of Rights" that would ensure sufficient combat pay, family separation allowances, housing, education, health and dental care, as well as training, arms and equipment.

Cheney, defending the administration in a speech at the Ronald Reagan Library in Simi Valley, Calif., attacked Kerry's Senate voting record on defense and national security matters and accused him of vacillating on key issues. Cheney cited Kerry votes against a number of weapons systems and said he had voted against military pay increases at least a dozen times.

"Whatever the explanation, whatever nuances he might fault us for neglecting," Cheney said, "it is not an impressive record for someone who aspires to become the commander in chief in this time of testing for our country." He said Kerry "has given us ample doubts about his judgment and the attitude he brings to bear on matters of national security."

Cheney contrasted what he described as Kerry's flip-flops -- voting to authorize U.S. military force in Iraq but against $87 billion in military and reconstruction funding, for example -- with President Bush's leadership style.

"When he makes a commitment, there is no doubt he will follow through," Cheney said of Bush. "America's friends know they can trust -- and America's enemies know they can fear -- the decisive leadership of George W. Bush." He said Bush's "ability to make decisions and stand by them is a measure that must be applied" to Kerry.

Cheney also asserted that Bush's policy in Iraq has helped to make the Middle East more secure and struck fear into terrorists.

"The recent bombing in Spain may well be evidence of how fearful the terrorists are of a free and democratic Iraq," Cheney said. "But if the murderers of Madrid intended to undermine the transition to democracy in Iraq, they will ultimately fail. Our determination is unshakable. We will stand with the people of Iraq as they build a government based on democracy, tolerance and freedom."

In response to Cheney's criticism, the Kerry campaign disputed that the senator had opposed some of the weapons Cheney mentioned and said that in 2001 he had voted for the largest military pay hike in 20 years.

The chairman of Kerry's campaign, former New Hampshire governor Jeanne Shaheen, charged that "Dick Cheney has emerged from his bunker to engage in partisan attacks." Referring to today's deadly car bombing of a hotel in Baghdad, she said in a statement, "While the leadership of the Bush administration seems focused on destroying John Kerry with false and distorted attacks, we see their foreign policy continuing to fail around the world."

In his speech in Washington, Kerry charged that the Bush administration misled Americans about weapons of mass destruction in Iraq and that "we are misled now when the costs of Iraq are not even counted in the president's budget."

But he said the United States, having gone to war, must meet its responsibility and act in its national interest by staying to achieve a peaceful and stable Iraq.

"To leave too soon would leave behind a failed state that inevitably would become a haven for terrorists and a threat to our future, a problem for the Middle East and a dangerous setback in the war against terror," Kerry said. At the same time, he added, "the answer is not a stubborn pursuit of the same arrogant policies." He said the United States "must return more effectively to the international community, and share the authority and burdens with other nations."

If elected, Kerry said, "I will not hesitate to use force when it is needed to wage and win the war on terror."

Kerry said that under his plan for a Military Families Bill of Rights, "we will fully fund veterans health and veterans benefits, and our veterans will no longer be the neglected soldiers of America." He said 20 percent of U.S. reservists do not have health care coverage.

"But George Bush threatened to veto funding for Iraq if it included more money for health care for reservists, and then tried to cut the pay of soldiers in the field and school aid for children of military families," Kerry said.
