핵무기 프로그램 폐기위해 다자간 합의 추진

부시 미국 대통령은 일요일(이하 현지시각) "북한과의 불가침 조약을 체결하지는 않겠지만, 북한이 핵개발 계획 포기를 서약한다면 다국적인 체제보장을 약속하겠다"는 의사를 다시 한 번 밝혔다.

북한은 미국과의 양자간 회담을 요구하며, 미국이 불가침 조약을 체결하지 않는다면 핵개발 계획 포기를 고려하지 않겠다는 입장을 고수해왔다.

부시 대통령은 기자들에게 "미국은 북한과 불가침 조약을 체결하지 않을 것"이라고 말했다. "대북 불가침 조약은 협상 테이블 위에 놓여있지 않다. 아마 우리가 검토해볼 수 있는 다른 방안이 있을 것이다. 정확히 얘기하자면, 6자회담 참가 5개국의 동의 하에 체제보장에 대한 공개적인 서면보장을 해주는 것이다."

부시 대통령은 탁신 시나와트라 태국 총리와 만난 후 이와 같은 입장을 밝혔으며, 이후 북한과의 대화 재개를 위한 전략에 있어 핵심적인 역할을 수행하게 될 후진타오 중국 국가주석과 이에 대해 의견을 나눴다.

콘돌리자 라이스 국가안보 보좌관은 ABC '디스 위크'에서 "부시 대통령은 후진타오 주석에게 중국이 핵심 역할을 수행하고 있는 가운데 우리가 참여하고 있는 6자회담에 성심성의를 가지고 전념할 것이라고 말했다"고 전했다.

"부시 대통령은 북한이 협상 의제로 삼고 있는 체제보장 문제를 다루기 위한 방법을 6자회담의 틀 안에서 모색할 것이라는 점을 후진타오 주석에게 분명히 밝혔다"고 라이스 보좌관은 말했다.

밖에 일본, 한국, 중국, 러시아가 6자 회담에 참여하고 있다.

미국의 한 고위 관리는 대북 체제보장 약속이 있기 전까지 북한이 핵개발 계획을 완전히 포기할 필요는 없다고 말했다. "북한과 협상할 수 있는 어떤 체제보장 약속이나 기타 방안 모두 '검증 가능한 방식을 통한 북한 핵개발 계획 폐기를 요구하는 조건부 형식'이 되겠지만, 그렇다고 협의안 이행을 완전히 끝마쳐야 한다는 조건을 달고 있는 것은 아니다"라고 이 관리는 밝혔다.

북한 폐연료봉 재처리 중단을 위한 부시 정부의 대화 노력은 미국에 대한 북한의 불가침 조약 체결 요구로 인해 다소 곤경에 빠진 상태다. 백악관측은 이러한 북한의 태도를 사실상 핵을 담보로 한 위협전술이라고 말하고 있다.

하지만, 부시 대통령은 검증 가능한 방식을 통한 북한 핵개발 계획 종결을 대가로 미국을 비롯한 6자회담 참가 5개국이 문서를 통해 북한에 대한 적대적 의도나 침략 계획이 없음을 밝히고, 한반도의 비핵화와 평화 달성이 5개국의 공동 목표임을 분명히 한다는 점에 대해 후진타오 중국 주석과 합의점을 찾길 바라고 있다고 미국측 관리들이 전했다.

미 행정부 고위 관리들은 "미국의 제안은 공식적인 조약 형태는 아니지만, 그보다는 다소 비공식적인 형태의 서면 합의서가 될 것"이라고 말하고 있다.

콜린 파월 미 국무장관은 CNN '레이트 에디션'에 출연, "북한이 핵무기를 보유함으로써 얻을 수 있는 건 아무것도 없다"며 "북한이 핵무기를 보유하고 있다고 해서 겁먹을 사람은 누구도 없으며, 핵무기는 북한에 절실한 경제 원조에도 도움이 안 될 뿐더러 북한 주민들에게 식량을 제공하지도 못한다"고 말했다.

미국 정부는 북한이 핵 야욕을 포기하고, 핵 폐기에 대한 엄격한 검증 절차를 거치는데 동의한다면 다른 아시아 국가들이 연계된 폭넓은 협의안에 동조할 의사가 분명히 있다고 파월 장관은 말했다.

부시 대통령은 삼엄한 경비 하에 월요일부터 태국 방콕에서 열리는 APEC 정상회담에 참석하기 위해 토요일 방콕에 도착했다.

러시아, 중국, 호주 및 그밖에 17개국 정상들도 APEC 정상회담에 참석할 예정이다. 이번 회담에서는 무역과 안보 문제가 최대 현안으로 떠오를 것이라고 백악관 관리들은 말했다. 부시 대통령이 안고 있는 커다란 숙제는 바로 미국의 대이라크 및 대북한 정책에 대해 보다 폭넓은 지지를 확보하는 것이다.

부시 대통령은 APEC 정상회담이 끝난 후, 싱가포르, 인도네시아, 호주를 국빈방문한 후 금요일 귀국하게된다.

부시 대통령은 지난 금요일 일본 도쿄를 시작으로, 8일간에 걸친 아시아 6개국 순방을 시작했다. 도쿄를 방문한 부시 대통령은 고이즈미 준이치로 일본 총리를 만나 일본 정부가 이라크 재건을 위해 15억 달러 지원을 약속하고, 미국 주도의 이라크 새 결의안이 유엔 안보리를 통과할 수 있도록 안보리 상임이사국들을 상대로 로비를 펼쳐준데 대해 개인적인 고마움을 표했다.

토요일 필리핀 마닐라에 도착한 부시 대통령은 1960년 드와이트 아이젠하워 대통령 이후 미국 국가원수로서는 처음으로 필리핀 의회에서 연설을 했다. 이날 연설에서 부시 대통령은 필리핀 정부의 대테러전 노력을 높이 평가하는 한편 이라크전쟁에 대한 지원에 감사의 뜻을 전했다.

Seeks multilateral agreement to halt nuclear weapons program

BANGKOK, Thailand (CNN) -- President Bush restated his opposition Sunday to a U.S. nonaggression pact with North Korea, while proposing multilateral security assurances if Pyongyang pledges to abandon its nuclear weapons program.

North Korea has demanded bilateral talks with the United States and refused to consider giving up its nuclear program without a nonaggression treaty with the United States.

"We will not have a treaty," the president told reporters. "That's off the table. Perhaps there are other ways we can look at -- to say exactly what I said publicly on paper, with our partners' consent."

Bush addressed the issue after a meeting with Thai Prime Minister Thaksin Shinawatra -- and pitched the idea later to Chinese President Hu Jintao, who will play a key role in the strategy for resuming dialogue with North Korea.

"He told President Hu that he's very committed to the six-party talks in which we are engaged, in which Beijing has been such an important player," national security adviser Condoleezza Rice said on ABC's "This Week."

"The president made clear to President Hu that he is prepared to explore ways within the six-party context to address the security concerns that the North Koreans have put on the table," Rice said.

The other partners in the six-party dialogue are Japan, South Korea, China and Russia.

North Korea would not have to completely dismantle its nuclear weapons program before receiving the security assurances, a senior U.S. official said.

The official said any security assurances or other measures that could be negotiated with North Korea would be "conditioned on verifiable progress" toward ending and dismantling its nuclear weapons program -- but not conditioned on finishing implementation of any agreement.

The Bush administration's efforts in talks to persuade North Korea to halt reprocessing of nuclear fuel rods have been stymied in part because of Pyongyang's demands for a nonaggression pact with the United States, a tactic the White House says is virtually nuclear blackmail.

But U.S. officials said Bush hoped to reach agreement with the Chinese president on an approach under which, in exchange for a verifiable end to the North Korea weapons program, the United States and its partners in the talks would agree in writing that their shared goal was a peaceful, non-nuclear Korean peninsula and that no parties to the talks had any hostile intentions toward or plans to attack the North.

Senior administration officials say their offer is not a formal treaty, but a less formal written agreement.

"North Korea is not gaining anything by being possessors of nuclear weapons," Secretary of State Colin Powell said on CNN's "Late Edition." "It doesn't help an economy that's in need, it doesn't feed anyone, and it doesn't scare anyone."

He said the United States is open to being a part of a broader agreement involving other Asian nations if North Korea abandons its nuclear ambitions and agrees to strict verification.

Bush arrived in Bangkok on Saturday ahead of Monday's APEC summit, being held in the Thai capital amid tight security.

Leaders from Russia, China, Australia and 17 other nations will join Bush at the meeting in Bangkok.

Trade and security are expected to dominate the talks, according to White House officials. One challenge for Bush will be winning more support for his policies toward Iraq and North Korea.

After the APEC meeting, Bush is scheduled to make brief visits to Singapore, Indonesia and Australia, before returning home on Friday.

Bush kicked off his eight-day, six-nation tour of Asia when he arrived in Tokyo, Japan, on Friday.

There, he met with Japanese Prime Minister Junichiro Koizumi to personally thank the Asian leader for pledging $1.5 billion in reconstruction aid for Iraq and lobbying U.N. Security Council members to support a new U.S.-backed resolution on Iraq.

On Saturday in Manila, Philippines, Bush became the first U.S. president to address the Philippine Congress since Dwight D. Eisenhower in 1960. In his speech, he praised the Philippine government in its fight against terrorism and for supporting the U.S.-led war in Iraq.
